Don't let
legal loopholes derail power bill
New Delhi: The
government has been urged to ensure that the Electricity
Bill, 2003, was not derailed on account of gaps in legislation.
Intervening in the debate on the Bill in Rajya Sabha on
Friday, Congress member Ashwani Kumar said it was necessary
to make the Bill "an effective and credible framework
for future reform in the electricity sector". Kumar
cautioned the govt against ignoring the sanctity of contracts
already entered into, lest the reform process was derailed
in the states. In a federal polity, the sensitivities
of states and their initiatives ought to be respe-cted.
Competition and efficiency in the electricity sector was
a national imperative, he added. The country still needed
to add 1.4 lakh mw to its installed capacity, requiring
about Rs 8 lakh crore, an amount that could not be expected
to come from public resources.
