Auto
excise refund for units in NE, J&K, Kutch
New Delhi: Manufacturing units in North East, Jammu
and Kashmir and Kutch, entitled to excise exemptions through
a refund mechanism will now not have to file refund claims.
The
government has decided to allow units clearing goods from
these three states to get their refunds through the auto-route.
The manufacturer will have the option to take self-credit
of refund from his PLA (ie the cash account).
Currently,
the excise exemption is available to the extent of duty
paid in the PLA. If the total incidence of excise duty
is, say, Rs 100 of which Rs 30 is paid through Cenvat
credit and Rs 70 is paid in the PLA, the manufacturer
is entitled to a refund of Rs 70. As per the excise laws,
it is mandatory for the manufacturer to file a refund
claim which is verified by excise authorities.
Following
complaints about delays in obtaining refunds, the government
has now given the option to the manufacturer (clearing
goods from North East, Jammu and Kashmir and Kutch) to
take self credit in the PLA in case he does not want to
file a refund claim.

erupts over incentive schemes for pay channels
New Delhi: With the implementation f the Conditional
Access System (CAS) just a few weeks away, cable industry
and the broadcasters are again at loggerheads. Now the
issue is centred around who will offer incentive schemes
for various pay channels to the consumer.
With
cable operators and broadcasters each pointing to the
other the issue is getting sticky.
The pricing of pay channels has been a matter of controversy,
with the Government of the view that the prices announced
last month were on the higher-end. In the first meeting
of the newly set-up Implementation Committee last week,
MSOs indicated to the Government that if pay channels
did not come up with new, lower prices, the cable industry
would offer these prices to the consumers," said
an industry source.
