Capacity of the major ports to double during XI Plan

The capacity of the 12 major ports under the central government will go up to 1016.55 million tonnes by the end of the Eleventh Plan, ie, 2011-12, from the current capacity of around 504.75 million tonnes, minister of shipping G K Vasan informed the Rajya Sabha today.
 
The minister said a committee headed by the additional secretary and financial advisor to the ministry of shipping set up to examine the role of tariff authority for major ports (TAMP), Mumbai, vis-a-vis its performance regulation, the organisational structure and the statutory framework for the purpose of strengthening of tariff authority for major ports, has finalised the draft Major Ports Regulatory Authority Act, 2009.

The draft has been hosted on the website for inviting comments/views of the various stakeholders on the proposed Act. The Act, if enacted, will be a successor to the provisions currently enshrined in the Major Ports Act, 1963 in so far as the working of tariff authority for major ports is concerned, he said.

Meanwhile, the government has decided to award 22 projects through private investment mainly under public private partnership (PPP) to speed up port infrastructure development during the current financial year, he informed the house.

These projects include: mechanisation at HDC berth nos 2 and 8 at Kolkata Port; setting up multipurpose berth at Paradip Port Trust Project-1 and 2; mechanisation of cargo handling Project-1 and 2 at Paradip Port; installation of mechanised handling facilities for fertilisers at EQ 7 in the inner harbour at Vizag; mechanised coal handling facilities at general cum cargo berth in the outer harbour of at Vizag; container terminal at outer harbor OR1/OR2 at Vizag; development of east berth at Vizag (since split into 1) development of North Cargo Berth in East Dock and 2) development of South Cargo Berth in East Dock); installation of mechanised handling facilities at WQ 8 at Vizag; development of dry port and multimodel logistic park at  Chennai; creation of mega container terminal at Chennai; construction of North Cargo Berth No- II at Tuticorin; international bunkering terminal - construction of multi-purpose liquid terminal at Cochin; international cruise terminal-cum-public plaza at Cochin; development of standalone container handling facility with a quay length of 330 m north of NSICT terminal at Jawaharlal Nehru Port Trust (JNPT); fourth container terminal  at JNPT; development and operation  of three conventional cargo terminal at Indira Dock (Mumbai); creation of berthing and allied facilities of Tekkra near Tuna (outside Kandla Creek) - Phase-I; setting up of single point mooring ( SPM ) and allied facilities off Veera in Gulf of Kutch - Kandla; and development of container terminal at NMPT.
 
The PPP projects are awarded as per criteria specified in the model request for qualification and request for proposal, he said.

Vasan also gave a list of various projects assigned by the ports to various companies/firms during the last three financial years. These include a deep draught iron ore terminal at Paradip Port Trust, which was awarded on BOT basis to Blue Water Iron Ore Terminal Pvt Ltd, a consortium of Noble Group Ltd, Gammon Infrastructure Project Ltd and MMTC.

A consortium of Port of Singapore Authority (PSA) and South India Corporation Agencies Limited (SICAL) has been awarded the licence to develop a second container terminal at the Chennai port.

Chetinad International Coal Terminal Private Ltd, a consortium of SICAL, Portia Management Services Ltd and Navayuga Engineering Ltd has been awarded the licence to develop an 8 MTPA capacity coal terminal at Ennore port, for users other than TNEB, on a BOT basis.  

SICAL Iron Ore Terminals Ltd, a consortium of SICAL Logistics Ltd, L&T Infrastructures Development Projects Ltd and MMTC Ltd, has been awarded the licence for construction of an iron ore terminal at Ennore port on a BOT basis.

Petronet LNG Limited (PLL) has been awarded contract on BOT basis for building a captive LNG port and re-gasification terminal at Puthuvypeen for the Cochin Port Trust.

Indira Container Terminal Private Limited, a company floated by Gammon India Ltd, Gammon Infrastructure Ltd and Dragados of Spain, has been awarded licence to construct an offshore container terminal at the Mumbai Port Trust on a BOT basis.

ABG Kandla Container Terminal Limited has been awarded licence to develop, operate, manage and maintain berth No11 & 12 at Kandla Port Trust as a container terminal.
