Modi gifts 2 AIIMS to J&K, 1 to Gujarat

The union cabinet on Wednesday granted approval for the establishment of three new All India Institute of Medical Sciences (AIIMS), including two in Jammu and Kashmir and another in Gujarat, at an estimated cost totalling Rs4,684 crore.

The new AIIMS at Vijaynagar, in Samba district of Jammu will cost about Rs.1,661 crore and the one planned at Awantipura, in Pulwama district of Kashmir will cost Rs1,828 crore while the one at Rajkot, Gujarat will cost about Rs1,195 crore.
These AIIMS will be set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
The cabinet meeting chaired by Prime Minister Narendra Modi also gave approval for the creation of one post of director in the basic pay of Rs2,25,000 (fixed) plus NPA (however pay + NPA would not exceed Rs2,37,500) for each of the above three AIIMS.
The time frame for construction of the Jammu AIIMS has been fixed at 48 months, including pre-construction phase of 12 months, construction phase of 30 months and stabilisation / commission phase of 6 months.
Construction of the proposed AIIMS at Awantipura in Kashmir will take 72 months, including pre-construction phase of 12 months, construction phase of 54 months and stabilization / commission phase of 6 months.
The AIIMS at Rajkot in Gujarat will be constructed over a period of 45 months, which broadly include a pre-construction phase of 10 months, a construction phase of 32 months and stabilization / commission phase of 3 months.
Establishment of new AIIMS involves creation of hospital, teaching block for medical and nursing courses, residential complex and allied facilities/services, broadly on the pattern of AIIMS, New Delhi and other six new AIIMS taken up under Phase-I of PMSSY. The new AIIMS, established as Institutions of National Importance will provide quality tertiary healthcare, medical education, nursing education and research in the region.
Each new AIIMS will add 100 UG (MBBS) seats and 60 BSc (Nursing) seats.
Each new AIIMS will have 15-20 super specialty departments. These will also add around 750 hospital beds each, which will include emergency / trauma beds, AYUSH beds, private beds and ICU speciality and super speciality beds.
It is expected that each new AIIMS would cater to around 1,500 OPD patients per day and around 1,000 IPD patients per month.
There will be a medical college, AYUSH block, auditorium, night shelter, guest house, hostels and residential facilities.
Construction of new AIIMS is fully funded by the central government. The operations and maintenance expenses on new AIIMS will also be fully borne by the central government.
The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), a central sector scheme, aims at correcting the imbalances in the availability of affordable tertiary healthcare facilities in different parts of the country in general, and augmenting facilities for quality medical education in the under-served states in particular.
