Collegium names 19 advocates as HC judges, confirms 25 addl judges

In a major series of decisions, the Supreme Court Collegium has recommended 19 advocates for appointment as judges in various high courts, and also that 25 additional judges across the High Courts of Madhya Pradesh, Chhattisgarh, Jharkhand, Himachal Pradesh and Karnataka be made permanent.

In a meeting held on 4 December, the details of which were published on Wednesday, the Collegium of three senior-most judges -Chief Justice of India Dipak Misra and Justices J Chelameswar and Ranjan Gogoi - recommended C Emalias, P T Asha, M Nirmal Kumar, senior advocate Subramonium Prasad (who is presently the Additional Advocate General for Tamil Nadu in the Supreme Court), Senthilkumar Ramamoorthy, N Anand Venkatesh, G.K. Ilanthiraiyan, Krishnan Ramasamy, and C. Saravanan, for appointment as judges in the Madras High Court.

The Collegium also recommended five advocates for appointment as judges in the Karnataka High Court. They are Dixit Krishna Shripad, Shankar Ganapathi Pandit, Ramakrishna Devdas, Bhotanhosur Mallikarjuna Shyam Prasad and Siddappa Sunil Dutt Yadav.

For the Calcutta High Court, the Collegium recommended five advocates for appointment as judges - Shampa Sarkar, Sabyasachi Chaudhury, Ravi Krishan Kapur, Arindam Mukherjee and Sakya Sen.

The case of advocate B Pugalendhi for elevation to the Madras High Court bench has been deferred in the light of ''certain adverse but unconfirmed inputs'' received by the Collegium, and it would wait to get the inputs verified before taking a final decision in the case.

The names were put forward by the chief justices of the high court in consultation with their two senior-most colleagues. The chief ministers and the governors of the state had concurred.

The Intelligence Bureau report on the advocates recommended for elevation revealed enjoyed ''good personal and professional image and that nothing adverse has come to notice against their integrity''.

Of the 25 additional judges to be made permanent, as many as 18 are from the Madhya Pradesh High Court, two each from the Jharkhand, Chhatisgarh and Himachal Pradesh HCs, and one from the Karnataka HC.
