Gujarat has emerged `Best Performer’ in the latest ranking of states and union territories in the country in terms of support provided to industrialisation through the creation of a suitable start-up ecosystem.
Minister of commerce and industry and railways Piyush Goyal released the second edition of ranking of states on support to start-up ecosystems at a virtual felicitation ceremony on Friday.
Karnataka and Kerala are ranked `Top Performers’ while Bihar, Maharashtra, Odisha and Rajasthan are ranked `Leaders’ in the list.
Haryana, Jharkhand, Punjab, Telangana and Uttarakhand are placed in the list of `Aspiring Leaders’.
Andhra Pradesh, Assam, Chhattisgarh, Delhi, Himachal Pradesh, Madhya Pradesh, Tamil Nadu and Uttar Pradesh are included in the `Emerging Start-up Ecosystems’.
Union territories except Delhi and all states in North East except Assam are placed in Category ‘Y’. All other states and UT of Delhi are in Category ‘X’.
In Category ‘Y’ the `Best Performer’ is Andaman and Nicobar Islands while Chandigarh is ranked `Leader’.
Nagaland is an `Aspiring Leader’ while Mizoram and Sikkim are `Emerging Start-up Ecosystems’.
The ranking in the `Start-up Ecosystem’ is based on seven reform areas. These have been further ranked in terms of top scoring states across each reform area as leader in that category.
Accordingly, Karnataka, Kerala and Odisha are ranked `Institutional Leaders’ while Karnataka, Kerala and Telangana are `Procurement Leaders’.
Gujarat, Karnataka and Kerala have been ranked as `Incubation Hubs’ while Bihar Kerala and Maharashtra are `Seeding Innovation leaders’.
Gujarat, Kerala, Maharashtra and Rajasthan are ranked `Scaling Innovation Leaders’ while Gujarat, Maharashtra and Rajasthan are `Awareness and Outreach Champions’.
The Start-up ranking of states conducted by the Department for Promotion of Industry and Internal Trade (DPIIT) aims at fostering competitiveness and propelling states and union territories to work proactively towards uplifting the start-up ecosystem. It has been implemented as a capacity development exercise to encourage mutual learning among all states and to provide support in policy formulation and implementation.
The Start-up Ranking Framework 2019 has seven broad reform areas, consisting of 30 action points that include Institutional Support, Easing Compliances, Relaxation in Public Procurement norms, Incubation support, Seed Funding Support, Venture Funding Support, and Awareness and Outreach among others.
A total of 22 states and three union territories participated in the exercise. Evaluation committees comprising independent experts carried out a detailed assessment of responses across various parameters.
