New York, United Nations: India has said discussion on climate change in the United Nations Security Council, though welcome, was not part of the 15-member body's mandate. The UNSC today failed to agree that climate change is a threat to international peace and security.

In this it was joined by Russia and China.

The United States dubbed the failure as "pathetic".

"This is more than disappointing," US ambassador, Susan Rice, told the Security Council.

The climate change debate was organised by Germany, which holds the rotating presidency of the Council for this month.

"It's pathetic," she said. "It's short-sighted, and frankly it's a dereliction of duty….The Small Island States face the risk of seeing their countries sinking due to rising sea levels.''
