DoT fixes 12 November for spectrum auction, sets rules for bidding

The department of telecom (DoT) today issued detailed information on the price of radio spectrum for each of the 22 telecom circles in the country, the amount of spectrum available and the auction rules for farming out of the 1800 MHz spectrum.
Auctioning of the 1800 MHz spectrum will start on 12 November 2012 and DoT has set a 19 October deadline for intending participants to apply for the auction.
Auction sale of CDMA spectrum in the 800 MHz band will commence two days after the auction for GSM spectrum is over, the department of telecommunications said in a notification today.
Auction of the two spectrum bands has been staggered to give an opportunity for bidders who miss out in the GSM auction to stay in the race, DoT said.
Releasing the terms and conditions of the auction sale, the DoT, however, said the current memorandum is not complete and has been brought out only to bring to participants' attention to a number of key issues.
DoT said it would conduct a mock auction on 7 and 8 November in order to equip the participants for the 12 October auctions.
