Shipping ministry finalises draft Major Ports Regulatory Authority Act

The government has finalised the draft Major Ports Regulatory Authority Act 2009 (MPRAA, 2009), which would pave the way for the creation of the Major Ports Regulatory Authority.

A committee headed by additional secretary and financial advisor to the ministry of shipping finalised the draft Act.

The provisions of the Act will replace the provisions currently enshrined in the Major Port Trust Act, 1963 in so far as the working of the Tariff Authority for Major Ports (TAMP) is concerned, the ministry said in a release.

The Act provides for the creation of the Major Ports Regulatory Authority, which would regulate rates for the facilities and services provided at the major ports and monitor the performance standards of port authorities and private operators providing such facilities and services.

It would also decide on specific disputes between port authorities, private operators and group of users and on matters connected therewith or incidental thereto.

The central government may, by notification in the official gazette, on an appropriate date, appoint or constitute an Authority to be called the `Major Ports Regulatory Authority,' the release said.
