BSNL appoints Rakesh Upadhyay as chairman, managing director

Rakesh Kumar Upadhyay, chief managing director, Telecommunications Consultants India Ltd (TCIL) has joined BSNL as the chairman and managing director.
With the move, Upadhyay returns to BSNL. He was ealier worked with the telecom operator's Jammu & Kashmir circle as general manager from 2000 to 2003.
Upadhyay has been with the Department of Telecommunications for about 21 years, working in the areas of planning, installation and commissioning, commercial administration and operations.
While on deputation to TCIL during October 1996 to August 1999, he worked in foreign projects as project director, Sana'a and general manager, Yemen.
After the stint with BSNL, Upadhyay joined TCIL in 2003. At TCIL, Upadhyay worked as the chief project director, Algeria, group general manager (new technology) and executive director (project monitoring) and other assignments.
He took the charge as director (projects) in November 2005 and subsequently took charge as the chairman and managing director on 1 March, 2007.
Upadhyay is an officer of 1975 batch of Indian telecom services. He holds a BTech degree in Electronics from the I.T. Banaras Hindu University and a MBA in marketing management from the Indira Gandhi Open University.
He is also a graduate of defence staff services college (DSSC) Wellington and was awarded MSc (DS) degree from the Madras University.
